HPI researchers focus on the impact of health policy and insurance design for children as well as adults. Using large claims databases, surveys, and qualitative methods, Dr. Alison Galbraith leads work that has examined the impact of enrollment in high-deductible plans on health care access and affordability for children and families, particularly for those with chronic conditions such as asthma. These studies have identified unmet health care needs due to cost and burdensome out-of-pocket costs for children and families in these types of plans and have found that value-based insurance designs can prevent reductions in recommended care and can reduce cost burden in high-deductible plans. The researchers’ work has also demonstrated positive indirect effects of Affordable Care Act policies on children by reducing out-of-pocket cost burden for their families.
